William (Billy) Carroll Jr. is President and Chief Executive Officer for SmartBank. Mr Carroll is a 1990 graduate of the University of Tennessee with a BS degree in Business Administration. He began his banking career in 1992 with Citizens National Bank where he most recently served as Executive Vice President and Chief Financial Officer as well as a Director of the bank. A member of the bank’s senior management team, he had decision-making responsibility for all major issues, including loan and deposit pricing and managing the bank’s $100 million-plus investment portfolio. William’s (Billy) background also includes expertise in bank operations, data processing, marketing, interest rate risk management, brokerage, and insurance. He is a Board Member of the Sevierville Planning Commission and Past President of the Sevierville Chamber of Commerce. Mr. Carroll is a past Laureate of the East Tennessee Business Hall of Fame in addition to being a board member of the Nashville Branch of the Federal Reserve.
